Garden roses as a substitute for peonies

I really love the big fluffy look of peonies. That said, they are way over my floral budget. Garden roses offer a similar, fluffy look in pictures, but I don't think I've ever seen them in person. These are some examples:




Do you guys think they are a good substitute? Or what other "fluffy" flowers are there?

  • There are double roses and double tulips that are thick and fluffy.  Dahlias are also fluffy but have a very short season. 
  • I ordered Peony Roses from FiftyFlowers.com for our engagement party:

    In my opinion they weren't as stunning (or as large) as peonies but definitely have a similar texture and fullness to them and are a very pretty.

  • I was also thinking of using garden roses as a substitute.  Or possibly Lisianthus.
