If you local Target doesn't have enough they can look up what other stores have more and reserve them for you. I used to work at Target.
As for planting, I would let the guests decide what to do with them, they might like them more as decor than planter. I'd put some wrapped candy in them, like Hershey kisses
I received one as a favor at someone elses wedding, and I added it to my herb garden collection. Different containers with different herbs. I love it, and so many other people did as well.
Others that took them home use them as vases for smaller stemmed flowers.
Herbs is what I was thinking. Tyme, basil, rosemary... something like that.
I would put a ribbon in our colors around it with a sticker, that could be removed if people didn't want our names and date on the item. I know people always say personalized things are the first to go in the trash.
The other idea is just to use an orange fruit with a name on a piece of paper and held in place with a pin (like the ones you see on the knot with lemons and limes). We are putting sliced oranges in the vases on the centerpiece with white calla lilies. But I started to think that would maybe be a little too much "orange" stuff.
Other options, orange flavored shortbread cookies....
I wouldn't use one, but that's just me. To be honest, I don't think I've ever used a non-edible favor anyways. It would be really cute if you had seeds to go along with it.

Maybe instead of a sticker, you can use a tag or something tied in to the ribbon.
