  You can order them online.  I just googled "big balloons" and got some suggestions.  Some are pretty pricey, but the 36 inch ones on this site aren't too bad.

  i would check out party worx in effingham, il. I have worked with them on several occasions including my high school prom. I am now working with them for my invitations and  the have a large assortment of balloons. they are fairly reasonable too.
