  I always see them, but never pay much attention to the quality, at Michael's and the Dollar Tree (there's a $ Tree in Kitty Hawk, too!)  I think a craft store like Michael's or maybe even a fabric store like JoAnne's would be a good bet?

  I lurk on the DIY board (which you could also search/post on) and they seem to use afloral.com a lot.  And like PP said Michael's/Hobby Lobby.

  I would check Save on Crafts, Afloral, Google fake flowers online.  I found a limited selection at the Dollar Store and also Christmas Tree Shops (surprisingly, they have a ton of stuff, including beach items).
