  I go all the time to JFK Nails, between Market and Chestnut on 20th.  They're super cheap ($25 for mani/pedi), and clean.

  I've only been a few times but nail bar is pretty cheap and they give you a glass of wine or champagne while you're getting your nails done.

  I love Allure Nails on 7th and Chestnut.  It's new and clean and they give really good backrubs while your nails are drying. 
  
  If you decide to splurge a little, Tierra Mia on 17th by Spruce is my absolute favorite place.  You can reserve space for a private party and BYO.   And they use water based polish that stays on much longer than regular police.  For the private parties, they request that people get the express services, so its $20 for a mani and $39 for a pedi.  I had a party there the day before my wedding, and it was a very relaxing way to start off the weekend!
