It's legal to have a notary officiate for you correct? If so.. are there any limitations to what they can and can't do? I would like to incorporate some kind of Christian reading or ceremony like the cord of 3 strands. Can a notary do this or does it need to be an actual minister?

A notary can marry you. They can say whatever they want, for whatever religion you want, it doesn't matter. The only thing that makes it legal, is that they are a notary, have their stamp and when they ask you both if you take the other to be your husband/wife you say yes. That is what makes it legal.
