With the arch of swords

Ok, what exactly are the rules?  One board I'm on is hell-bent that I would always be welcomed in by the highest ranking officer there always, no changes, but that's the only place I'm finding that, and right now, it's looking like it'd be FFIL who will be highest ranking, tho' he's retired.  FFIL, DF and I don't like that idea, but I'm getting confused and flustered. 

Any help?

    I've never heard that. Other rules about the arch depends on what branch he is in.

    There should be an honor guard on base.  Call them.

    I attended a wedding with a sword arch with TWO 4 star generals in the army.  Neither one of them was the one who "welcomed" the bride. And one of the four stars was the brides afather.  THe best man, who is a captain, welcomed her.  I think it was a personal choice and had nothing to do with rank.  I don't "technically" know the rules but my guess its fine.  What branch is it?
