  Have you considered a harpist?  I think Jenny Glass charges under $300.  Her reviews on WW are really good too.

  Have you tried contacting some universities?  Get in touch with some music majors and see what you can negotiate.

  I talked with a DJ who does a ceremony set-up for $250.00.  A completely separate sound system with a mic for the minister and a mic for a singer.  DJ's can choose any music you want so I think you get more variety with a DJ.

  Definitely look into harpists. I talked to several, and I think that you could get one for the ceremony only within your budget.
