    I would think any ballroom, especially where you can dim the house lights to set a certain ambiance would be great for a masquerade! I'm not sure who allows outside catering, though; I'm pretty sure the Winter Park Civic Center does and they have a beautiful ballroom with a terrace that would make for a great canvas :)
