I have my two best friends standing up with me, and I don't particularly want to distinguish between them (we've all agreed to basically "split up" the MOH duties at each other's weddings, rotating who did the registry signing. I'm the last to get married, so it has worked well so far). On the groom's side, FI and his best friend are no longer on speaking terms, meaning that he doesn't have a best man, just his two groomsmen.
I thought we might just list the WP as Bride's attendants and Groom's attendants in order to avoid awkward conversations about why there is no best man. Would I be breaking any etiquette rules by doing so?

Nope. That is perfectly fine. You can list them as bride's attendants and groom's attendants, or just list them all under "Wedding Party."
But I'm curious. What's a registry signing?

Sometimes I feel like people think that brides are delicate little flower princesses who get all dressed up and pretty for one special moment of their dreams, when really they're just normal people who just happen to be getting married. Manwaithiel - It must be a Canadian thing... I've had a few Americans ask. Or maybe just an Ontario thing. It's the signing of the marriage certificate form(s) that get sent into the government to register your marriage. It usually happens after the vows, near the end of the ceremony. There is generally music going on and pictures being taken. Then after that you are announced and exit the church. I've seen it done at all the weddings I've been to in Ontario.
The first thing that popped into mind was signing the gift registry and I was like, "Why the heck do you need to do that?"
