    A lot of people are getting them online at Target.

    I would also say JC Penny, but I would wait until after Prom is over then they will go on sale!

    younkers maybe.  Have you thought about finding a dress at a shop you like and then trying to find it cheaper online.  I honestly thought about doing this.

    I would look a department stores after prom. JC Pennys has had some cute dresses.
    Are you okay with them not all matching? It may be hard to find the sizes you need.

    Others have posted good ideas, but it might be really hard to find dresses for under $40!  Sorry!  But, I would definitely keep an eye online and watch the stores for sales after the prom season.  You might not be able to find many dresses in the same size though, or the same dress in multiple sizes.  I know years ago my cousin found a wedding dress outlet and got cute dresses for super cheap, but she lives in the Chicago area.
