Rehearsal Dinner - Cousins

Is cutting aunts/uncles/cousins from the rehearsal dinner invite list acceptable?

    Your RD guest list should include anyone who is expected to be at the rehearsal, their significant others and immediate family members. If the relatives aren't in the wedding party, it's not necessary to invite them to the dinner.

    We may have to end up doing this also.  We wanted to combine RD with a welcome dinner for our DW, and invite all guests.  However we're not hosting our RD so we need to follow the budget of our host.  If we end up not being able to accomodate  extended family, I'm leaning towards cutting them out altogether - how can I choose which aunt or which cousin comes and which doesn't?  Our "must invite" list is immediate family, WP plus spouse & children, and this totals 23, although 2 are babies who won't be eating the meal.
