Who to invite to a Bridal Shower???

My fiance and I have a very limited budget for our wedding and are only inviting 40 close relatives to the wedding. One parent is throwing me a bridal shower, but one says I can't invite those I'm not inviting to the wedding. I feel like most of my family that wont be invited will understand immensely because I am a struggling nursing student with a limited budget already. Do I invite who I WANT to be at the bridal shower? Or do I only invite those that will be invited to the wedding?

    You never invite those who are not invited to the wedding to ANY pre-wedding parties.

    It would be rude to say, "Come shower me with gifts even though you're not invited to the wedding!" And that's what you're saying when you invite people to pre-wedding parties but not the wedding.
