  Your price range can really narrow down your choices, depending on how little you want to spend.  For heels, I personally like Jessica Simpson (her flats are horribly uncomfortable though), Menbur, and Nina.  However, having worked with shoes for about 5 years (not anymore), I can tell you that even shoe brands that the majority swears by can still be uncomfortable on some people.  If you don't have any brand loyalties yet, I would try on some different ones in your area, and if you don't find any that you like, try online - like the links I posted above.  I get pretty much all of my shoes from Endless.com (great shipping policies), Zappos (same, but I like Endless' selection better), and DSW (awesome prices).
