  Check out Silverwood Park! It's in St. Anthony, and has a beautiful reception hall if you wanted to take it inside after the ceremony. It's owned by Three Rivers Parks, and you can see a few other parks as options on their website.

  Lyndale Gardens on Lake Harriet
  there's an arboretum in Roseville up Dale St. that's pretty nice
  Irvine Park in St. Paul near Forepaugh's
  Mears Park in downtown St. Paul
  
  Most of the golf courses also have lovely outdoor areas, if you're looking to do everything in one place you could take the reception inside.

  I am doing Central Park in Woodbury!  Cheap and very neat, also they have a backup option as long as you are under 200.
