  I'd wear a nice dress with a cardigan. The dress would probably be cotton and be a sheath or something fitted at the body and with a full skirt.

  I'm near Washington DC and I've only been to casual showers (where the brides are wearing jeans).  I think this might be unique to my circle though.  Since yours will be a tea/shower I would think a dress would be appropriate over pants.

  Wear a dress not pants.  How dressy or casual the dress is depends on the venue.  Living in NY i have been to very facny showers and more casual showers.  Ask future in laws for advice.  Im not saying change who you are but you also don't want to feel out of place at your own shower beacause of your outfit
