Did you know that the aquarium does events?  I have no clue what the prices are, you have to call and ask about the room you want.  It says part of it may be tax deductable though if that makes a difference.http://www.virginiaaquarium.com/file_source/dept/cultural/External/Downloads/facilitybrochure.pdf

To be honest you won't find anything in that range, because I know I checked almost every venue in hampton roads and I was trying to find a venue for $2000 that would let me bring in my own caterer. The only thing I found in that range was a lodge. And you had to use their caterer which was like $20-25 per head. If you have a good food budget $3500 + you may be able to negotiate venue price. Good luck!

I don't think you are moving too fast. I am already frustrated with finding a reception site and we are looking at July 2010. I think the earlier the better, especially when you have a set budget. I am so ready to have a lot of the main details taken care of. I am looking in the Hampton area. If I came across something I will pass it your way. We are also having around 150 guests. Good luck and congratulations.
