  Stormy this is a rumor. Go to http://www.nrvanimalshelters.com/Montgomery/index.htm and they address the closing as not true.  Evidently this is a problem in Montgomery County, Texas and not Montgomery County, Virginia.

  I'm actually from Montgomery County, Texas.....got my kitty from there...I called to check if it was them....they told me it was in Virginia haha.....I do think it was a rumor all together though now...
