Reception at Prospect Terrace Park- is it possible?

My fiance and I want to elope in the spring and hold a small intimate picnic in Prospect Terrace Park, in Providence. Does anyone know if this is possible? If we would be able to have alcohol? What formalities we would have to go through?

I have seen ceremonies held at the park but not a full on reception. Since it is a public park, I highly doubt alcohol would be allowed. It's definitely a beautiful spot for a picnic too.
