Needs Ideas for Picninc Themed Daytime Bachelorette/Bridal Shower

I need help coming up with ideas for a picnic dayitme bachelorette/bridal shower.  (Its tecnhically the daytime portion of my bride-to-be's bachelorette (for all the pregger guests and others who can't join us for dinner later).  But since it will be in a public space and during the day, the vibe is perhaps more bridal shower.)

The picnic itself is going to be on the National Mall in DC - so very public space and no ability to decorate like trees, and no picnic tables just blankets to sit on.   Us bridesmaids are going to provide some basic food, like fruits maybe some cheese and bread, and of course like napkins, "utensils", etc.  And we've asked guests to bring a little something to share too. 

I'd like to have something more ... I guess "decorated" or formal then just girls on a blanket - but am not sure what or how.  Bringing in anything heavy is a no b/c it will be a long walk to the spot and most of us will be taking public transit.  The only ideas I have so far are finding cheap, probably plastic, "candelabaras" (am hoping my local dollar store) but can't put candles in them.  and/or some plastic pitchers or tumblers to put a few flowers in just to spruce it up a bit.    We cannot bring anything glass (or noticeable glass) or dangerous (ie no candles).

Any thoughts?  All the pictures I find online are for fancy picnic style weddings.  I am looking for easy, fairly cheap, and really jsut a little something to make the picnic a bit more special for our bride.

    I totally agree with this, especially since you mentioned that it's a long walk to get there.  Is there any way to do a location change to a more accessible smaller park where you could bring in what you want and/or have picnic tables?

    I like the idea of it and think it's really cute, but it might end up as kind of a disaster. : (
