Save the Date -- Invitation question

Ladies -

We sent out our Save the Dates.  We had someone decline via a phone call with the groom's mother.  Do we still send them an invitation or not?

    I say yes.  You were originally planning to invite them, and while they may have declined, they did not communicate directly with you.  It's also not improper to invite someone who you know can't make it; at the very least, it shows you're still thinking of them.

    I agree with PP.  I would still send the invite and let them respond directly to you.
