cheap ceremony/reception venue?

Our budget is very limited.  Any suggestions for nice but cheap ceremony and reception venues?

chateau crystale has 2 ballrooms, minimum # of guests: 100, buffet meal, $40/person, they do set up,  break down, you choose linens, chair sashes, they offer centerpieces or you can take your own, allow outside alcohol, the bartender is included in package, they even do ceremony decor for $250 extra.  It's in Westlake area, westheimer/gessner.

The Gardens on beamer (south side) has chapel that holds 200 guests, they rent on a Sat for $595, they have 3 ballroom options, cheapest is $1495 on a Sat night. They have a hosted bar, $8.95-$19.95 a person.

La Gala Banquet Hall (Aldene Bender). $2400 for Sat night, menu from $7.50-9.25/person, they allow outside alcohol.

The Grand Palace in Spring is $2000 for a 5 hour event, additional $375 for a 1 hour ceremony.  They have caterers they are contracted with, but if you want to bring in your own food there's a $200 kitchen fee.  Their cash bar is $500 minimum (if your guests don't buy $500 worth of alchoholic drinks you have to pay the difference) and comes with free water, tea and soft drinks.  The base package comes with tables and chairs, table covers are extra (I got mine on my own and not through them).  Also they require 2 police officers if you serve alcohol.  The lady there is very nice and is willing to work with you.  They take care of the facility.  My first time there was in May and they were putting fresh paint on the inside.

what are your stats? like how much is a "limited budget" because that has different meanings to different people. where in town do you want the shindig to take place? size of  your guest list? formality? day of the week, time of the day? all of these play a factor in where to recommend.
