Need pretty indoor ceremony (non-religious) for February

We are doing our "real" ceremony in Mexico in front of family and friends but to get married there legally is a HUGE hassel and $$$.  Anyone know of a pretty, indoor location, for us to get hitched with a justice of the peace and our witnesses right before we leave for cheap?  I just don't find a court room romantic. lol

    If you're not having a lot of people, I would just pick a park or someplace that is meaningful to you both.  Depending on the people and place, you shouldn't need to pay anything.

    ETA: I didn't remember the February part when I responded.  Sorry!  Maybe your face restaurant?
