  I think some of the bars down on campus are 18+.  Maybe try McFaddens?

  Skully's, probably several around campus.  Maybe park street patio?  I couldn't find it on their website.  Just check out the websites of several bars that you're interested or email the contact person on the website if it isn't clear and if she doesn't know of any.  Maybe Frog, Bear...?

  Most of the bars in the arena district (Frog bear, Park Street, Lodge Bar, Brothers, etc.) and short north area are 21 and up.  Campus is your best bet!
