  I'm sure if you contact the JOP for your area, they can give you the best advice. I'm from Livingston Parish so I googled "Livingston Parish Justice of the Peace" and I got this link : http://www.livingstonparish.com/elected_officials.htm
  
  I also looked a little farther down and I saw a specific website for a LP JOP: http://www.sandra-allen.com/weddings.htm
  She states that she will go to any venue in LP, so that answers your question about traveling to your venue.
