  I went to a wedding with this theme last year!
  They wrote a little poem (I don't know where the invitation went) that suggested for people to dress up in a Hollywood Glamour theme. It was actually on a separate card along with the invitation, and had an photograph of a glamourous lady and a dapper man which helped emphasize the style and look.

  Sounds like fun.... I always wanted to throw an elegant hat party.  I couldn't do it for our wedding so it will have to be a party in the future, maybe a New Year's shindig.
  
  I know a milliner if you need a custom headpiece done for your outfit.

  I think this is a word of mouth type of thing.  You can't tell your guests what to wear as that's considered rude.  (And also most of your guests are unlikely to already own the type of hat you want and you can't ask them to buy something new to wear to your wedding.)  However, if you just spread the word that you have this theme in mind and you think it would be fun if people joined in by wearing a hat, I think it would go over much better.

  I think that it should be an "if you choose to" kind of thing... unless they are in the bridal party they won't get a ton of professional pictures of them.. so your theme will still shine in the pics!

  We had a medieval themed wedding.  We made a little booklet that we put inside the invitations that explained our theme and encouraged people to dress up.  With that we also provided pictures of possible outfits, places in the city to rent or purchase, as well as sewing patterns if they were so inclined to make their costumes.  50% of our guests came in full medieval outfits and it was fantastic.  I got a lot of positive reviews about this.
  
  I think your idea is great and you should do the same type of thing to get the word out.  If you give a background of why you are doing this and how it relates to the wedding I think people will be more willing to go along with the theme.

  This may get too expensive.
  
  but what about somehow making this part of your favors?
  
  For exapmle if you were having a masquerade ball, your wedding favors could actually be masks.
  
  so perhaps having your favors be 1930's hair accessories or something??
  
  You could also have a photo booth set up with stuff that your guests can dress up in for photos.  have a sign such as a little chalk board that they can write a message to you and your groom on and take a photo.  this helps with your theme and also is a nice way to be creative with a guest book.
  
  I would let people know about the theme (perhaps include it on your wedding website) but don't make a huge deal of it.  you want your guests to feel comfortable and some people may not be able to afford to go out and buy a whole new outfit on top of travel costs and gifts.

  Our wedding is outside on a Sunday morning with a  brunch reception in the garden tent, we are encouraging our guest to wear hats that would be appropriate for a garden party, our wedding party are wearing top hats and morning coats and the brides maids have big hats that match the dresses, the flower girls are wearing boaters.  We are just sperading the word, we told a few key people and we bring it up when were out with various friends, so far the feed back has been quite positive.
