  Bradys Landing (http://www.bradyslandingrestaurant.com/banquets.html) has the Turning Point Room which accomodates up to 60 guests with dancing. They also have outside ceremony site. Located at the turning basin of the Port of Houston Ship Channel.

  It might be too hot to get married as soon as she wants to, and you need to coordinate all vendors.  But it was a beautiful wedding and VERY budget friendly.
