   It seems like it would be difficult and time-consuming, if you want it entirely made of branches (I can't tell based off the picture).  If the materials are readily available, building the arch looks like it would take a weekend's worth of work.
  
  It would probably be easier  to buy a premade frame, something like this:
  http://www.save-on-crafts.com/whitmetwedar.html
  and wrap it in vines, branches, flowers, etc
