    We're listing FI's grandmother who is too ill to attend in our program.  We thought she would like that and we can give her one when we go to see her afterwards.

    You certainly can, but don't have to. Just do a "Grandparents of the Bride" and "Grandparents of the Groom" section and list all living grandparents.
