How big are the jars they come in? If they are really small (like 1 ounce or something) I'd do 1 favor per person. If they are fairly good sized (enough for a few servings) I think 1 per family/couple is perfectly fine.
For my wedding in Canada: For adults: wine bottles with cheese pretzels. I'm giving one per couple, but if a guest is single (and they didn't bring someone with them) they still get the same thing. For kids: I'm having a candy buffet, and the kids get baggies in which they can put whatever candy they'd like.
For my wedding in Canada: (there will only be adults here, as no one has young kids) Each person gets a place card tied to a honey dipper, and at their place they will find a small jar of honey (about 1/2 cup of honey). I'm doing one per guest because a lot of the people coming are single, widowed, etc.
I'd say that if u can afford to do one per guest it would be nice. For us, the wine/pretzels cost us around $15 per favour, so we wanted to cut some costs. otherwise, we would have just have had the pretzels (and no wine) if we were to do the favours one per guest.
