  I think that Kiyonna and Avenue go up to a size 32.  Maybe with the right cut she could wear a smaller size?  You could also consider having something custom made for her, although that's always risky.

  I know you said not online, but you may want to try www.igigi.com .  They go up to a 30/32, but their sizing runs big.  I'm normally a 16 in street clothes, and I can wear their 12s.
