  I think weddings can be held at Providence Piers too, but from the photos it looks like an odd setup.

  Blackstone Caterers had a section on their site about Prov Piers, so they must cater events there.

  I was going to suggest Conley Piers as well, like the DansBride posted.
  
  I also looked at Slater Mill in Pawtucket. Very affordable. It's the upstairs of an old mill building right on the Blackstone River.

  Thanks for the suggestions!  I'll take a look, we are considering the Biltmore as well but really would like something unique over a ballroom.
