    definitely check out www.occanseydesigns.com/

i got my custom made elbow length veil with an intricate crystal and pearl design on it for just $72 bucks. they definitely have cheap options! i have heard brides getting their veils from them for $30! :) LOVE them!

I got mine at occansey Designs but unfortunately I dont think they have the alencon  lace edging you are looking for.  I would try some of the online shops that pull up when googled. No experience with anyone other than occansey designs...sorry! GL!

Have you checked with a seamstress who's familiar with using bridal fabrics? That might be a cost effective way to go.

I bought my veil at a consignment shop locally, Juilanne's Bridal Outlet. The seamstress there, Denise, does excellent work for a very reasonable price. Perhaps she can help you out.

    Good luck!

I got mine at Julianne's as well.  They have a ton of catalogs they can order from so I'm sure you could find what you're looking for.  Mine was cathedral length and only cost $50 from there, so their prices are reasonable too!  (Not to mention the alterations are great as well!)
