  Deluca's in Garden City is very good. I know they have options starting around $10pp.
  
  Eastside Mario's in Livonia.
  
  Buddy's Pizzeria in Livonia.
  
  I know there are a few banquet halls in Livonia, Westland, Northville that are under that price.

  Mine was at the Gazebo in Warren/Troy area. Food was great and it's a nice hall. My mom and MIL put it on so im not sure the exact cost but I am pretty positive it was under $20 per person.

  I can highly recommend Eastside Mario's in Livonia. We had our rehearsal dinner there. They allow you to choose 5-6 items from their main menu, and don't inflate the per person rate that many restaurants do for larger parties. Your guests are handed the special menu and they can choose from that. All the menu options were less than $20 per person.
  
  They have a separate room where parties are set up and you are assigned designated servers. I'm pretty sure they hold around 50, we only had about 35 and there was still room in it.  
  
  On the east side there is Roger's Roost which is in Sterling Hts. They also have a private room, although I am unfamiliar with how many it holds. They are huge though and also don't inflate the menu prices. I believe that would be less than $20 per person however.

  My shower is going to be at Bravo in Livonia. It is right around 20 a person, but they only hold 50 people in their private room.
