  Do you have a wholesale florist in/near your area? You could try them if you know someone who owns a business, and will let you use that info to order your flowers.

  I guess it depends on where you live. I'm in Michigan and my peony bushes have buds on them right now, and will probably be full flowers in about a month. I'm sure bloom time varies in different climates.
  
  It also depends on when you want them, and probably what color........this link has them in groups of 20 or 30, but price depends on when they are needed. White appears to be more expensive:
