  I think it's a really good idea and Save On Crafts has lovely decorative bird cages in the $20 - $30 range.  Most of them are ornate enough that flowers inside might be sort of obscured, but you could do candles inside (they'd probably throw some really pretty patterns through the cages) and flowers around the base or just a single wired flower or two on the sides or top!
