  I'm using chocolates from here - http://www.historicalchocolate.com/, as both rehearsal dinner favors and in the OOT bags.
  
  Honestly, other than the free metro maps that's kind of all that's Washington DC themed - the rest is snacks and bottled water and two drink koozies. I found a guy on Etsy that does 100 koozies printed with my design for $90.

  Perhaps you could put little American flags in them?  DC is our nation's political center, so anything related to politics could work as well...but something bipartisan.  You don't want to offend any guests.

  We're doing Virginia peanuts and crab chips.  We're going to snatch up lots of metro maps and other local tourist info as well.  I've even considered wandering down to the mall and buying the $3 "I DC" shirts that the vendors hock.  Not sure if that's going to happen yet...

  We are putting "Virginia is for Lovers" chocolates in the bags (H2O, Cliff Bars, Metro Maps)- we are in Arlington, Virginia.

  You can also purchase small dc souvenirs. You could probably find something on the internet you can buy in bulk to lessen the cost.
