  Gruver's Bakery in Dallastown(York) has great cakes/cupcakes.  I recently ordered 60 red velvet cupcakes with cream cheese frosting(undecorated) for $42.00 which i thought was a great price.  They offer free delivery in the York area, but I'm sure they would deliver to Harrisburg for a fee.  You can check them out at www.gruversbakery.com
  
  There is also a cupcake stand that does AMAZING cupcakes(but a little pricer) that has a stand in most the Eastern and Central York Farmers Markets.

  I'm not sure if you're east or west shore, but there is Specialty Bakery (I'm pretty sure that's the name) in the Windsor Park Shopping Center.  We just got 24 chocolate with peanut butter whipped cream icing cupcakes for a coworkers birhtday and it was $16. They were fantastic and looked really cool.

  "B" is very down to Earth, super creative, and her cupcakes are absolutely deliciousl She has a wide variety of flavors and designs. I've have her mojito and lemon cupcakes and both are fantastic.
