Try Holden Arboretum.  I can't remember if you can bring in outside catering (I think they have 5 or so caterers you can choose from, but the rental price is low

Check out the Middleburg Hts. Rec. Center. Very nice room to rent and you can bring any caterer. Other halls that allow outside caterers include: Don Umerley Center in Rocky River, Women's Club Pavilion at Lakewood Park, Lake Erie Nature & Science Center in Bay Village, Gemini Center in Fairview Park, the Cuyahoga County Courthouse (I think there may be an approved list of caterers?), and Orchard Hills Party Center in Chesterland, to name a few.

Also, if you are looking to save money, you may also want to check out a few halls that might require you to use their caterer, but allow you to supply your own alcohol. I don't know your per-person budget, but I know of several halls in the $25-35/pp range where you can BYOB. You can save money by supplying your own alcohol -- especially if you only serve beer and wine (no liquor).

Just because a place lets you bring in your own caterer doesn't always guarantee that it's going to be cost effective. Depending on the caterer, you may have to rent dishes/flatware/linens/etc or hire servers/bartenders on top of that. Ask lots of questions to make sure you'll be getting what you need.

Solon Rec Center is very pretty and you can bring your own caterer.  Also Grantwood Golf course in Solon is reasonably priced and if you pay $150 fee you can bring in your own caterer.

We are having our reception at the Mentor Senior center.  When my parents (no they are not seniors) suggested it, I thought no way, but I finally went to see it and was very impressed.  The hall was very recently remodled with all new hard wood floors and vaulted ceilings with beautiful lighting.  I think it can hold up to 300 guests.  We paid $500.00 for a 4pm to 11pm rental.
