    I'm also in West Chester.  I'm using someone that was recommended by Bridal & Formal.  I've spoken with her twice and she seems very nice and extremely helpful.  My dress isn't in yet, so I can't speak to her abilities.  However, all of the work shown on her site is beautiful.  Here's her website:

    Not too far from West Chester is Mary from Sew Much in the Reading Bridal District.  She did my hem, bustle, and a custom veil.  She was amazing with her details and affordable compared to the other seamstressed I got quotes from.

    She isn't near you but I used Stitches by Pauline who is based out of her home in loveland and she did an AMAZING job on my gown that needed to be taken down 2 sizes and hemmed with a super complicated bustle too!
