1791 – The United States Bill of Rights becomes law when ratified by the Virginia General Assembly.

1978 – U.S. President Jimmy Carter announces that the United States will recognize the People's Republic of China and cut off all relations with Taiwan

The only two things I could find of interest on December 15th.  It's a cruddy time to be born, because it's only 10 days before Christmas.  It gets completely ignored in favor of Christmas parties, gift shopping, and exams (when I was in school, and now that BF is in law school).  *sigh*
