  you mean a civil officiant? since NY has such strict rules most wedding officiants have to have some kind of religious affiliation even if most of the weddings they perform are secular. here are a few that i know of who mostly do secular weddings. you can find them easily on google.

  April Gismondi did a lovely job officaiting at my daughters wedding in May 2008. They met several months before the date and she helped my daughter and (now) SIL write their vows. We were all very happy and the guests were really impressed with the ceremony. At that time, she charged $500.
