  One of Todd's Aunt's just took a paper plate (the sturdier the better) and cut a line into the center of the plate (so the radius?)  Then just start sliding the ribbon in.  If you can keep it tied in a bow, all the better.
  
  Be sure to have at least one ribbon folded in half and then slipped through (the folded end on the bottom).  This will act as a handle.

  Thanks Liz I tried this last night, and at about 1am I gave up. They were top heavy and had all these strings of ribbon everywhere. Major DIY fail! I should have taken a pic just for laughs!
  
  But necessity is the mother of invention. The top part of the ribbon bouquets + a wrapping paper tube cut into 6 sections + a lot of double-sided tape and some staples = success and my AW for the day

  I am the master of ribbon bouquets. Use a sturdy paper plate & cut a slit to the center of the paper plate (as described above). THEN, the secret trick: a STAPLER! Staple the two edges of the cut paper plate together to form a very wide cone (only an inch or so of overlap). Cut a few slits at the pointy end of the cone to allow ribbons to pass through. Then, pull the ribbons through the hole and staple them to the plate to form a base of ribbons. Continue to build on the bows. Not all of the bows have to be stapled. Some can be tied or just placed. The result with be sturdy and gorgeous. Here is an example of the bouquet I made last year for my friends wedding:
