  you don't.......rose petals float.......nature of the beast.

  Those aren't rose petals in the vases...they are orchids.  Like PP said rose petals will always float...the only way to make it work would be to fill the vase almost completely with rose petals and then add the water.  Pretty much any flower will float no matter what you do.
