How many do you need, and how much is in the budget?  You can do the print your own.  I've seen lots of good ones at Target, Office Max/Staples/etc, and even Party City.

We did the whole, print your own for extremely cheap.

We bought ours at Joann's during a sale with a 40% off coupon.  Ended up only paying about 35 dollars for 100.

Watch for coupons on Joann's and Michaels... also... the other places DramaGeek listed.

You could also look into PaperZone and see if there are any viable options for you there.

If your not into DIY, I would try Vistaprint or 123 print. They usually have pretty cute ones!

We got ours through Costco.com. Super cute and reasonable. I would recommend ordering samples ($1.25-$3.00) so you can get a getter idea of what the color and texture will be.

You can order at the airport Costco.  They have the books and everything there.  At least they did back in the day.

We just printed postcards for our Save the Dates at Postcards.com. We took a photo and added text to it in photoshop, and saved it as a pdf. We uploaded both the photo on the front and the text we wanted on the back. 100 color postcards cost us $35 with expedited shipping. The printing wasn't extremely high resolution, but we were happy with the way they turned out.

If you wanted to go a unique route, you could do your invites post-card style, which would save you big on envelopes, etc. I would just make sure you have an RSVP option on your website if you go this way, because obviously you can't include a response card. Instead of a photo, which may remind people of a Save the Date, you could play with text. Have you used photoshop before? Know any friends who may donate their time?

My mom works for a local printing company and she is very helpful.  I know that any local printer might help you at a reasonable price.

She is doing our STD's, invites, escort cards, and coloring books for the kids.
