Small Inexpensive Beach Wedding?

We initially had $10,000 budget for our wedding but we did some more thinking and decided to use that money for traveling instead.  We only have about 15 guests so is it possible to have a beach wedding somewhere in LA (reception and venue) for about $2,000?

    Ok try the Anneburg community beach in Santa Monica. They told me weddings on the beach are free (no permit needed) under 100 people and no amplified sound. They have receptions there too. The lady was very helpful when I called and she gave me some great ideas for a beach wedding. We decided against the beach theme and went with a more traditional venue but that is a great start
