Place Card Frames

So I am trying to figure out how many place card frames that we will need to order.
I am not sure if we should do one for EVERY guest or one for every COUPLE.
We are also putting hershey kisses and hugs on every place setting.
Any thoughts?

not sure if this helps, but we got a small silver picture frame for each seat (with a card that says thank you for sharing our special day-because we are not doing assigned seating)

We are having assigned seating. So the place card frames will give the table number that they are assigned to. Also putting a color coded dot by their names for the meal option that they chose.
I am not sure if it will look cheap if we do one per couple, but it would save a lot of money doing it that way. We are also having a photobooth so there is another favor besides the frame.

If it were me, I would choose one frame per couple versus per guest. We, for example ordered handmade escort cards shaped like flowers from a seller on Etsy. Each couple will receive on flower with both of their names on it. Not only would you be spending a lot of money, but that would be a lot of picture frames to display if you gave them to each guest.

I would do one frame per couple, but get a few extra frames in case the couple wants an extra (it could happen). Also, if a guest is single, still get them a frame.
