RD Who to Invite?

My FI and I are hosting our RD at a resturant and we are paying. Now with that being said. Are we required to invite FI Step-brother and Step-Sister-in-law?
FI Step brother is getting married this weekend and as of yet we have not been invited to their RD. FI and step brother are not really close.

The only people who are mandatory to invite to the RD are those involved in the wedding and their SOs. Will it cause family drama if you don't invite these step-siblings?

Probably won't cause drama and I don't really care if it does. We are paying for it after all.

Then if neither one is in the wedding don't feel obligated to invite them.

The only people we're inviting and I thought it was the norm are those who are in the wedding party.

Ditto pp's.. the only people we had at our RD were the wedding party members and their SO's and for the younger guys (RB and FG) their families. Our parents and grandparents were also there.

the only ones who are required to be invited are your WP, the WPs SOs, any RB or FG parents since they're younger, your parents, FIs parents

we're including our grandparents as well

If you have people coming in from out of town (as in flying from accross the country) should you also invite them?
