  Can you have your ceremony in the same spot as your reception?  You could always do a second line while the space is being changed from ceremony set up to reception set up!

  I agree that outdoors in August is probably not a good idea.  Have you thought of using one of the many museums?  There are so many, I'm sure you could find one that fits the size & budget you need...
