help... programs.. how many?

I know I do not need to have programs, that is not the issue

What I want to know is if it is ok to not have enough for every guest? If I dont put them on the chairs and just leve them in a basket at the entrance if that is ok? We are planning about 130-150 guests, and I will have aroudn 100 programs. I see so many left over at weddings that I am thinking it will be fine. We have more then one per couple. Is this tacky? does it even matter?

I'd do 1/person. It's like favors. If you don't do 1/person, someone will complain. So 1/person or not at all.

If you leave them in a basket, do one for every female guest and add 10.

I don't think you need 1 PP. We had 92 guests and made 80 programs. We still had about 20 leftover. I think if you have enough for 75% of your guest list you will have plenty.

I think 100 is fine. We had 130 guests, and 100 programs, and still ended up with 30 or so leftover.

100 is fine, as long as they're not being passed out.

I think 100 will be fine. Most couples/families will share. Just make sure you save a couple for you and your family for keepsakes. And yes, your family who's sitting down (your mom or the MOG) may have the best of intentions for hanging on to the one from the ceremony, but in the chaos of the day, they might lose them or they'll get folded and such...so I'd still recommend holding a few back for them.
